Study on integrated delivery of social services aiming at the activation of minimum income recipients in the labour market – success factors and reform pathways

The study was undertaken by L&R Social Research in cooperation with the Johannes Kepler University Linz under the leadership of Eftheia – a Belgian Institute which often analyses social policy reforms on country level on behalf of DG Employment.

The overall objective of this study was to support the implementation of integrated social services delivery as outlined in the Social Investment Package (SIP) as well as the implementation of the Recommendation on the active inclusion of people excluded from the labour market, and of the European Council Recommendation on the integration of the long-term unemployed into the labour market. Therefor the implementation and reform processes of the social welfare system respectively means-tested minimum income in Austria were analysed.
