Evaluation of the employment policy support measures of the public employment service (AMS) Carinthia
This research project is based on structural and effect analyses, control group comparisons, calculations of the effects of combining measures and, finally, the qualitative interpretation of the collected data. Support data from the public employment service and the employment market as well as longitudinal data from the employment career data of L&R social research were used as source data.
In the framework of the structural analyses an overview of the number of participants in employment measures is given. The presentation of the results is divided into individual types of measures. Additionally, the participations in measures are categorized according to social criteria and benefit criteria as well as regional aspects.
The interpretation of the effect analyses describes the employment effects on the basis of six predefined employment market positions before and after the measure. The observation horizon corresponds to a short-term scenario and a longer-term scenario. The status analyses are complemented by volume analyses. In addition, the indicator “employment stability” is calculated.
A control group comparison is undertaken separately for different types of measures. This step aims to complement the mere assessment of the effect of measures on the basis of the indicator “employment integration” with information on the net effect.
On the basis of structural and effect analyses as well as the control group comparison, comprehensive information can be drawn regarding the effectiveness and suitability for the target group of all examined types of measures, individual measures and combined measures in relation to the support group of persons in question. This information is subsequently condensed to conclusions, possible courses of action and recommendations.
