Accompanying Evaluation of the Women’s Foundation and Youth Foundation in Vienna
Both foundations are target group outplacement foundations run by waff in cooperation with AMS Vienna. The target group of the Women’s Foundation is women aged 25 and over who are registered in Vienna with AMS Vienna and have no or no usable vocational training. The target group of the youth foundation is young people aged 18 to 24 who are also registered in Vienna and who wish to complete their initial training or training they have already started, or who wish to start secondary training in order to acquire additional skills. Both outplacement foundations focus on training in the health and care sector, in the educational and social sector, in IT or in the environmental sector. Training in commercial areas is also offered.
The types of training that can be completed within the framework of the foundations are diverse – from extraordinary apprenticeship qualifications to college courses to tertiary education. Participants receive support from the foundation in terms of career guidance, supervision during their training and assistance with finding a job afterwards. The qualification costs are covered. In addition to the unemployment benefit paid by AMS Vienna, participants receive a monthly training allowance of €300.
The objective of the accompanying evaluation conducted by L&R Social Research comprises the systematic analysis of target group reach, participation motives, and the satisfaction and expectations of participants in the Women’s Foundation and the Youth Foundation Vienna. There is a particular focus on the extent to which the respective target groups are addressed, the reasons behind the decision to participate, and how participants rate their experiences before and during participation. Quantitative and qualitative methods are used to answer these questions. These include, in particular, document and file analyses, the conduct of two quantitative participant surveys, as well as guided interviews and focus groups. Another central component is the identification and evaluation of relevant examples of good practice from Austria and the international context. The findings derived from this are intended to make a direct contribution to the further development of the two outplacement foundations.
