European Social Fund (ESF) (Research, 2019-2021)

  • Programming & Programme Completion

L&R Social Research supports the ESF Managing Authority (BMA) in the preparation of the content of the Operational Programme European Social Fund Plus (ESF+) in Austria (programme period: 2021-2027). Among other things, L&R is in charge of the necessary coordination steps, dialogue and process support, the involvement of relevant stakeholders as well as the conception of texts and indicators. The project is being carried out in cooperation with coop3 Beratungskooperative.

Furthermore, L&R has been commissioned to support the programme complement of the OP ESF 2014-2020 against the background of REACT-EU. Through REACT-EU ("Recovery Assistance for Cohesion and the Territories of Europe"), the measures for crisis management and mitigation of the consequences of the coronavirus crisis are to be continued and expanded. 

L&R has been supporting the ESF managing authority in programming processes and concept development since 2012. 

  • Evaluation

L&R Social Research is also part of the evaluation consortium for the Operational Programme Employment Austria of the European Social Fund 2014-2020 together with WIFO and IHS. Within the framework of a comprehensive accompanying evaluation of the ESF programme, all priority axes and investment priorities are examined with regard to programme implementation as well as labour market effects of the implemented measures and their efficiency. In addition, horizontal activities such as the collection of specific indicators, the analysis and evaluation of gender equality and the analysis and evaluation of the consideration of accessibility and disability mainstreaming in ESF implementation will be carried out. The evaluation consists of two parts, with the report on the first part (focusing on design and implementation) completed in June 2019 and the report on the second part (focusing on impact) due by March 2022.
